  Can we report a foreign worker after their first shift?

  The current guidance requires registration before the foreign employee starts work. Use the current JMHZ process and confirm timing, changes and termination reporting with the payroll team.

  Does free labour market access remove employer reporting duties?

  No. Determine the current reporting obligations separately. From April 2026, the foreign-employee information obligation moved to JMHZ registration; older instructions to use the previous MPSV channel are outdated.
